Jennifer Sirangelo, President & CEO, National 4-H Council
Jennifer leads National 4-H Council in its mission to give all young people access to opportunity. She joined Council in 2006 to grow support for Cooperative Extension’s 4-H program. One of her core beliefs is that young people have the capacity to change the world.
A Missouri native, Jennifer is a big sister to three siblings, and she’s married to her husband, Mark. She’s also a big fan of Kansas City professional sports teams, including the Royals and the Chiefs. For fun, Jennifer loves films and fitness and is on track to visit all 50 state capitals. She has traveled to 38 so far.
Dr. Jeff Sallee
Dr. Jeff Sallee serves as the National Program Leader for Positive Youth Development and 4-H within NIFA’s Institute of Youth, Family, and Community.
In collaboration with the Land-Grant University System, Cooperative Extension Service, federal agencies, and non-governmental organizations, Dr. Sallee provides national leadership to 4-H positive youth development programs.
Dr. Jeff Sallee grew up in Oklahoma attending a rural k-12 school. Joining 4-H in the 4th grade started him on a life long career and adventure in 4-H, Dr. Sallee has worked in Arkansas, Georgia and spent the majority of his career serving as a county agent, state specialist, and professor at Oklahoma State University.
Dr. Shannon Horrillo:
Dr. Shannon Horrillo is the Division Director for Youth and 4-H in the Institute of Youth, Family, and Community. In this role, she provides leadership and oversight for the division’s research, education and extension activities across the nation through competitive grant programs. These programs are focused on promoting positive youth development and advancing food and agricultural sciences.
She also provides leadership to the division’s strategic priorities as well as supervision and administration of the 4-H Youth Development Program at the federal level. Prior to joining NIFA,
Dr. Horrillo served over 13 years with the Cooperative Extension Service as the interim Director of Extension and Associate Dean for Engagement and Associate Director of Extension at the University of Nevada, Reno and in several leadership roles at the University of California Cooperative Extension – including State 4-H Director. As Director, she led an effort to grow 4-H – doubling enrollment over a 5-year period and increasing engagement of underserved youth in 4-H.
She developed new programs related to agriculture, natural resources, and college and career readiness. Dr. Horrillo received her Bachelors, Masters, and PhD from the University of California, Davis in the areas of child and human development.

Thomas J. Vilsack was confirmed as the 32nd United States Secretary of Agriculture on Feb. 23, 2021 by the U.S. Senate. He was nominated by President Joe Biden to return to a role where he served for eight years under President Barack Obama.
Under Secretary Vilsack’s leadership, the U.S. Department of Agriculture is building back better by restoring the American economy, strengthening rural and historically underserved communities, responding to threats of climate change, creating good-paying jobs for American workers and the next generation of agricultural leaders, and investing in our kids and our families.
Secretary Vilsack is spearheading a transformation of the food system by creating more, better, and fairer markets and ensuring that the food system of today and the future is more resilient and more competitive globally. It will also offer consumers affordable, nutritious food grown closer to home.
From excessive drought to more extreme fires, our producers, farmers and ranchers are on the frontlines confronting the challenges associated with climate change. USDA is engaging the agriculture and forestry sectors in voluntary, incentive-based climate solutions to improve the resiliency of producers and to build wealth that stays in rural communities. Additionally, USDA is advancing investments in science and research to offer producers a toolbox to adapt to and mitigate climate change.
Secretary Vilsack continues to take bold, historic action to reduce barriers to access for historically underserved communities. By working to ensure all aspects of civil rights and equity are integrated, USDA is rooting out generations of systemic racism and building systems and programs inclusive of all USDA employees and customers.
Secretary Vilsack is also focused on ensuring Americans have consistent access to safe, healthy, and affordable food. USDA is investing in bold solutions that enhance food safety, improve the various far-reaching and powerful nutrition programs in the Department, and reduce food and nutrition insecurity in America.

Speakers: Dr. Carrie Castille, NIFA Director
Dr. Carrie Castille is director of the U.S. Department of Agriculture’s National Institute of Food and Agriculture.
A Louisiana native, Dr. Castille has championed agriculture and rural issues for more than 20 years.
Throughout her career, she has focused on agriculture, policy and education. She served as Natural Resource Leader and Assistant Professor at Louisiana State University and Associate Commissioner and Science Advisor to the Commissioner for the Louisiana Department of Agriculture and Forestry.
In 2017, Dr. Castille joined USDA as state director for Louisiana Rural Development and was later named the mid-south coordinator for USDA’s Farm Production and Conservation mission area serving Louisiana, Mississippi, Arkansas, Tennessee and Missouri.
Prior to joining USDA, she was appointed by USDA Secretary Vilsack to the National Agriculture Research, Extension, Education, and Economics advisory board and was appointed to the National Council for Environmental Policy and Technology by EPA Administrator Gina McCarthy.
Dr. Castille was a delegate to the American Public and Land-Grant University’s Council on Agriculture Research, Extension, and Teaching (CARET), a member of the National Food Animal Veterinary Institute Board of Directors and is a past chair of the Southern U.S. Trade Association Operations Committee. She also is a Fellow of the Food Systems Leadership Institute.
John Beede, Motivational Speaker
John Beede is a global adventurer who has climbed to the top of the tallest
mountain on every continent, including Mount Everest.
During the 9 year adventure, he somehow survived avalanches, pulmonary
edema, tribal warfare, and a whole lot of Clif bars.
He’s a worldwide adventurer who has traveled to 67 countries, written 3
books, and given live presentations to nearly 1 million live audience
members.
His newest book is called The Warrior Challenge: 8 Quests for Boys to
Grow Up with Kindness, Courage, and Grit.
